Dr Naveen Raj

Dr Naveen Raj, is an experienced HSE domain expert having specialization in Environment and sustainable development with enduring commitment to environmental governance in Oil &  Gas sector. He is having 40+ years of Industrial experience of leading the Environment team of oil &  energy PSU managing Environmental activities by implementing Environmental policies & best practices; Regulation enforcement, clearances & compliances; Liaising with regulatory bodies &  Industry groups for implementation of environmental plans; Implementing Environment management systems and capacity building through environmental trainings.

Dr Raj is M.Sc and Ph.D in Chemistry from University of Lucknow having post doctorate Experience in Genetic Engineering from Central Drug Research Institute, Lucknow. He had been Certified QCI-NABET accredited Coordinator- Environment Impact Assessment and Functional area expert in Water Pollution, Air pollution & Hazardous Waste Management.

His main area of work has been Environment Management, Water Management, Enhanced Oil Recovery, Water flood Management, Corrosion, Petroleum Microbiology and Safety aspects. He has successfully implemented various technologies in oil-fields. Also he is an experienced faculty conducting training programs and has published around 50 papers in Journals of National repute & International conferences mainly related to Water & Environment Management in Petroleum Industry. Presently he is associated with Offshore environment management for petroleum activities looking after marine pollution control aspects from Oil & Gas and Shipping industry in association with Indian Coast Guard; development of standards & rules; inspection of Marine oil spill preparedness; conducting regulatory audits and advising E&P operators, Refineries, Petrochemicals and Marketing installations for implementation of environmental guidelines. Dr. Raj brings a wealth of expertise from the Oil Industry Safety Directorate (OISD), a pivotal
technical advisory body under the Ministry of Petroleum and Natural Gas, Government of India.

OISD is instrumental in formulating and implementing rigorous safety standards across the Indian Oil & Gas industry, encompassing everything from exploration and production to refining, marketing, and pipeline operations. Dr. Raj & work at OISD is vital in driving environmental stewardship and operational excellence, ensuring that India &  energy sector progresses sustainably and safely. Dr Naveen Raj has played a key role in driving environmental protection frameworks, marine pollution prevention, compliance standards, and policy transformations across India’s energy ecosystem. His leadership reinforces the need for safety and sustainability to advance side by side as the sector evolves. He continues to guide national strategies and partner with agencies including the Indian Coast Guard as a true advocate for responsible energy and ecological preservation.
