Mr. Badal Roy is a distinguished Chemical Engineer with over 44 years of professional experience, including more than four decades in the Oil & Gas industry across upstream operations and Health, Safety & Environment (HSE) management. He holds an International Diploma in Safety Management from the British Safety Council.
He spent the early part of his career in upstream oil and gas production operations, working both onshore and offshore, where he gained extensive experience in managing complex systems and processes related to hydrocarbon handling and production. Over time, he specialized in Health, Safety and Environment (HSE) and became one of the most respected safety professionals in India’s petroleum sector.

Mr. Roy Superannuated from ONGC as Executive Director after 36 years of distinguished service. In his final assignment, he served as Head of Offshore Safety, with overall responsibility for HSE oversight of ONGC’s offshore operations across both the western and eastern coasts of India. During his tenure, he made significant contributions to strengthening the HSE culture in offshore operations, leading several initiatives aimed at improving safety systems, procedures, and operational practices. He played a pioneering role in the development and implementation of ONGC’s Integrated QHSE Management System based on ISO standards, helping institutionalize structured safety and quality management across the organization.

Mr. Roy has also been actively involved in national regulatory and policy frameworks for offshore safety. He served as a Principal Panelist for the Offshore Safety Regulator at the Oil Industry Safety Directorate (OISD). He contributed significantly to the development of India’s first Offshore Safety Rules for the hydrocarbon sector, which were introduced in 2008.

Following his superannuation, he served as Chief Safety Advisor at the Directorate General of Hydrocarbons (DGH), under the Ministry of Petroleum and Natural Gas. In this role, he was involved in high-level policy discussions, regulatory oversight, and strategic decision-making concerning the upstream petroleum industry in India.
Mr. Roy continues to contribute to the industry as an independent consultant, trainer, and domain expert in HSE. He is empanelled with several regulatory bodies, companies, and professional institutions and regularly participates in industry committees, task forces, and technical panels constituted by the Ministry of Petroleum and Natural Gas.

He maintains a close association with the Oil Industry Safety Directorate and has served as a member of several technical committees responsible for the development, revision, and review of OISD standards and systems, organizational audits, and other key safety initiatives. He is currently chairing the committee responsible for the first revision of the Offshore Safety Rules.
Mr. Roy has also contributed internationally to the advancement of HSE practices. He served for four years on the HSE Awards Committee of the Society of Petroleum Engineers, a leading global professional organization for petroleum engineers.
With over two decades of experience in professional training, he has conducted numerous programmes for industry professionals on critical safety topics.
Mr. Roy continues to play an active role in advancing safety culture, regulatory compliance, and best practices across the petroleum industry, contributing through consulting, training, technical committees, audits, and industry forums.
